Rwandan Girls’ Education and Advancement Programme 2 (REAP 2) – Evaluation Team

Health Poverty Action, under its DFID Girls’ Education Challenge project in Rwanda, is currently recruiting an evaluation team to deliver between Sept 2017 to November 2019 a baseline, midline and final evaluations as well as part time ongoing M&E support.

Applicants may be based anywhere in the world  but will conduct the evaluations in Rwanda.  We are looking for teams, preferably with previous GEC experience, with strong experience using experimental or quasi-experimental techniques; using quantitative and qualitative research and analysis in combination; and experience designing, calibrating, and applying learning tests (EGRA, EGMA, SeGRA, SeGMA, etc.)

Terms of reference for evaluators - REAP 2

Applications should be addressed via e-mail to and and submitted no later than 22nd of August 2017 at 5:00 pm. Only shortlisted candidates will be contacted.

The project’s DRAFT MEL Framework for REAP2 (subject to changes and donor approval) can be requested by interested candidates.

Interested consultants are expected to submit:

  • A statement of work no more than 20 pages on how they would respond to this TOR.  Please elaborate on any experience that you have had with DFID GEC projects, or similar quasi-experimental models
  • A budget (including number of consultancy days and rate)
  • A schedule / workplan (see above table)
  • The resume / CV of the proposed consultant(s) proposed for this piece of work
